
Transitioning Offenders Program is a non-profit organization with a database of over 7,100 public and private organizations that assist felons and their Families in Washington State.

With-in the walls of Washington Correction Center and the TOP Home Office in Graham, our TOP Staff and volunteers have donated over 20,000 hours!
TOP offers resource information to releasing offenders and helps in creating a Reentry Plan that initiates a successful return to Family and Community .
Washington State Correction Center is the reception diagnostic & recieving center for male felons sentenced to at least 1 year and 1 day in prison. Most will be transfered to other facilities.
At WCC TOP trained volunteers give new arrivals an orientation of TOP and the services that are available to them through the program. At that time they are told about the TOP questionnaire and reentry plan outline. They are given an oportunity to recieve one on one assistance with the questionnaire and reentry plan, in this way we are able to work "Peer to Peer".
Some may choose not to request services until a later date. Since the questionnaire is available online, the individual's counselor or perhaps a family member can send them the questionnaire.
While TOP started in a men's facility, services are also available to Women.
In our early stages of growth much of the costs of contacting organizations were made possible by those incarcerated! many of which only made .34 cents per hour, yet paid for or gave envelopes that cost .45/each.
Along with offender volunteers, individuals from many communities assist TOP in our efforts to help Offenders and their Families.
We are also very Greatful for all of the support we have received from the Department of Corrections especially the staff at Washington Corrections Center!

When a Family member is incarcerated, the whole Family is affected, TOP gives the incarcerated individual a course of action in which they can take responsibility for themselves and their Families.
We are committed in our efforts to assist those who come through the TOP Program successfully transition back into thier community upon release and become productive citizens. In this way, we feel that we are giving back to our communities, which in turn lowers recidivism, and promotes a safer society.
